		<description>The fugitive who crashed and caused all that damage is liable for it.  The police didn&#039;t &quot;make&quot; him crash.  He ought to have stopped and surrendered.
Whether he stole or borrowed the vehicle, he is responsible for the damage he did to it.  If he stole it, he could be sentenced to prison time too.
In reality, of course, the suspect/criminal may not have the means to pay for all this.  In that case, insurance companies and the government may come into the issue.  
Whether the car owner&#039;s insurance will pay for it depends on what kind of insurance he has.  He might just be stuck paying for it himself.  If the insurance does pay for it, it will attempt to get reimbursement from the responsible party, the suspect/criminal.  Or, in some states at least, he might be able to apply for Victims of Crime compensation.  
The same will apply to other people who have property loss due to this crash.</description>
