if something sits on your property for a amount of time does it become yours?

my friend has a motorcycle behind his house that got crashed by a cop cutting him off and the cops payed him for it so it kind of belongs to the cops but they haven’t come and claimed it so its sat behind his house for about 2 and a half years

Yea, all the claims are his so if the cops don’t want a wrecked motorcycle then yea its his.
The law of finders keepers? I would call the City. The problem you will have is getting it registered becuase the title has not been transferred to you.
It has always been his. The cops did not pay for it, their insurance did. They most likely totalled it and gave him the fair market value at the time. He is now free to fix it and start collecting flies in his teeth again.
