With this recent crash of the Blue Angel jet, that crashed in a residential neighborhood. What can those home owners do to get restitution from the government?

Don’t worry about them, they’ll get paid. When something get such amount of news coverage they move faster to clean their image. They’ll try to pay and solve things before anyone try to get the lawyers in.
But if they try to stall then you take them to civil court the same way you would do to any private corporation. The have no way to cover up the accident or win: it was on all news programs and papers .
