Is it right for these people to ask the government to seize someone else’s land?

The place where flight 93 crashed. The person who owned the property wouldn’t sell to the families of the crash victims. So the families were asking the govt. to seize the land from this guy just so they could build a memorial there. Would they like it if the govt. seized all of their houses?

The only precedents for such a thing are the actions protected under Eminent Domain.
This is ridiculous though. The owner of this land should have every right to refuse sale.
