I live in a neighborhood where the house prices has already crashed severely. I live in an apartment community and most of the residents are against this decision since this will make neighborhood more unsafe, polluted and there will always be heavy traffic in the neighborhood. As the residents do we have any rights and what can we do to stop this from happening. Any help is greatly appreciated!

talk to the city council, they have the final say in the matter.
You will need proof that the propose use will prevent you from using and enjoying your apartments. It’s not enough to say that it will make it slightly unpleasant or ugly. The proposed tow yard must actually prevent you from enjoying the use of your apartments.
Call your local zoning board. If your area is zoned residential, a tow yard should not be permitted.
I’m surprised that someone would spend the money to build a tow yard without a permit. However, many people are not familiar with zoning ordinances.
Like what was said above, you could try to sue for nuisance if the tow yard is interfering with your use of your property.
